How do you identify a feature as innovative?

A feature is innovative if it represents a novel approach to coordination, authority, or resource mobilization in its context. This can be a unique application of a mechanism, a recombination of existing elements, or a new institutional design (Morin 2022; Halliday & Shaffer 2015).

Context-specific novelty, rather than absolute “firsts,” guides case study selection. See question 2 for more.
